About Us
    Welcome to the Housing, Human and Veteran Services Department online. Collier County has a long history of providing services to citizens that meet family's basic needs, both health and social, when there is no other resource available to families. 
    The Housing, Human and Veteran Services Department provides comprehensive services such as prescription reimbursement to those in need in addition to its recently added responsibility (as of Feb. 5, 2007) of managing affordable housing opportunities in the community.
Example of Our Services 
    We "stretch" the service dollar to provide the most needed services to seniors and indigent including at home care. 

      For affordable housing, this department works with developers to fast track affordable housing developments to accommodate the workforce community in the expensive Naples area.  Additionally, the Housing team helps qualify potential first-time buyers for affordable housing units through an educational class and a loan consortium that provides low-interest loans for first-time, lower income buyers.

                                               Reprogramming of CDBG Funds 
                                                   Citizen Participation Notice


Collier County is proposing an amendment to its FY 2011-2012 Action Plan. This amendment will reprogram a total of $15,000 in Community Development Block Grant (CDBG) funds into a CDBG Activity to benefit low and moderate income citizens of Collier County. The FY11-12 HUD Action Plan for the original project was approved by the Board of County Commissioners on 07/26/2011 (Item 10H).

CDBG funds became available as a result of a FY2011-2012 CDBG project that was terminated for convenience prior to the start of the project. And a total of $16,257 in CDBG funds will be left in reserves for use in CDBG eligible projects at a later date.

The reprogrammed funds will be used to install a required voice activated fire alarm suppression system at the Roberts center in Immokalee, FL. The Roberts center is operated by goodwill Industries and is used by the Department of Housing, Human & Veteran Services for its Senior Meals program. The program provides nutritious, hot meals to seniors in the Immokalee area.

The project activities will meet the U.S. Department of Housing and Urban Development’s national objective to benefit low and moderate income persons and improve the quality/quantity of neighborhood facilities for low-income persons.

Public Comment Period:

There will be a public comment period from April 20, 2012 thru May 22, 2012 regarding the proposed use of reprogrammed CDBG funds. During this period, citizens may send their comments regarding this matter to the Department of Housing, Human, and Veteran Services, ATTN: Margo Castorena, 3339 Tamiami Trail East, Suite 211, Naples, FL 34112. The County will respond to all written comments in writing, within 15 days of receipt.

Final Action:

This action will be on the agenda for the May 22, 2012 regular meeting of the Board of County Commissioners. HUD FY2012-2013 Entitlement Application Cycle

The Collier County Housing, Human & Veteran Services Department (HHVS) announces the opening of the FY 2012-2013 grant application cycle. During FY 2012-2013 Collier County will receive approximately 2.4 million dollars in federal funds. Collier County expects to receive Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds, HOME Investment Partnerships Program (HOME) funds and Emergency Shelter Grant (ESG) funds.

The application period will begin on Thursday, March 29, 2012 and will continue through 2 p.m. Monday, April 16, 2012. The applications are available on the HHVS website at www.colliergov.net under the HHVS Main page link and paper copies of the application may also be obtained at our offices at 3339 Tamiami Trail East, Suite 211, Naples, FL 34112.
Administered by the U.S. Department of Housing and Urban Development (HUD), this federal program funds projects that meet one or more of three objectives:

• Benefits low- and moderate-income persons or households
• Aids in the prevention or elimination of slums or blight
• Meets a recent community need having a particular urgency because existing conditions pose a serious and immediate threat to health or welfare

The following CDBG type of projects/programs will be considered: 
    o Economic Development 
    o Energy Efficiency Projects 
    o TBRA Administration 
    o Public Facilities & Infrastructure 
    o Public Services 
    o Property Acquisition

The HUD HOME program type of projects/programs will be considered: 
    o Energy Efficiency Projects 
    o Tenant Based Rental Assistance 
    o Community Housing Development Organization (CHDO)

The Emergency Shelter Grant (ESG) program type of projects/programs will be considered: 
    o Homeless Shelter Operations
