The Transportation Engineering Department includes four sections that work together to produce a quality product for each needed project identified in the Growth Management Plan. The Traffic Operations Section maintains the traffic signals, roadway lighting and signs in unincorporated Collier County. Our mission is to promote the safety and efficiency of the county's road network through sound engineering principles and effective maintenance. The Roadway, Stormwater & Bridge Project Management Section oversees consultant designs and coordinates with a variety of agencies to meet all governmental requirements for capital improvement projects. The In-house Design Section makes safety and capacity improvements at intersections and along roadways through the addition of turn lanes, median modifications, sidewalk improvements and small drainage projects. The Signal & Lighting / Operations & Inspection. The Right-of-Way Acquisition Section is responsible for acquiring property required for new roads, widening of existing roads and for the construction and maintenance of canals, stormwater sites and water control structures. The Road Construction / CEI Section oversees the capital improvement road construction projects, managing the Consultant Engineering and Inspection contracts and ensuring that design and right-of-way compliance for the projects are adhered to through completion.
The mission of this department is to provide a project management team capable of managing the planning, right-of-way acquisition, design and construction of capital improvement transportation projects to produce a quality product for the citizens and visitors of Collier County. Part of of the plan to accomplish this mission is to use well-trained, highly motivated project managers and in-house construction inspectors to ensure the efficient use of public funds.

Traffic Operations Section - The Traffic Operations section maintains the traffic signals, roadway lighting, and signs in unincorporated Collier County. Our mission is to promote the safety and efficiency of the county's road network through sound engineering principles and effective maintenance. Traffic Engineering Design is a part of Traffic Operations. The primary functions of the Design team are to identify, design, and manage the construction of small-scale, low-cost traffic safety and capacity improvements that will enhance traffic flow as part of the county’s capacity construction program.
The Roadway, Stormwater & Bridge Project Management Section - The Roadway, Stormwater & Bridge Project Management Section manages capital improvement transportation projects through the design process. The process begins with consultant selection and proceeds through 30%, 60%, 90% and 100% design plan stages. Public Information Meetings are typically held at each of these milestones.
Right-of-Way Acquisition Section- The Right-of-Way Acquisition Section, working closely with the Design Engineering Section and the County Attorney's Office, acquires land and easements, through either purchase or condemnation, which give the county's contractors the legal right to enter upon heretofore private property and construct roadway, drainage and utility improvements necessary to maintain acceptable levels of service to the residents of Collier County.
Road Construction / CEI Section- The Road Construction CEI section oversees all new road construction, including but not limited to, underground utilities, road base and asphalt, lighting systems and signal installation. These projects range in size, between three to eight miles, and in cost, between $5 million to $30 million. Depending on the complexity of the construction project, the time to complete the work ranges between 18 months to four years.
