Announcement - July 29, 2010

The Collier County Housing, Human and Veteran Services Department hereby provides public notice of a change to activity funding amounts within the Neighborhood Stabilization Program. The Neighborhood Stabilization Program was established by the Department of Housing and Urban Development (HUD) through the Community Block Grant (CDBG) Program under the Housing and Economic Recovery Act of 2008 (HERA).

Collier County was allocated $7,306,755 in funding to be used for the purpose of assisting in the redevelopment of foreclosed and abandoned homes. Collier County has determined the areas of greatest need within the community based upon HUD guidelines and they are identified in the Action Plan. The change does not create any new activities. Rather, the change reallocates funds within previously approved activities based upon market demand and property availability. Finally, the change is required in order for Collier County to meet the obligation deadline imposed by the grant’s enabling legislation. The following are the allocation changes:

Neighborhood Stabilization Program guidelines stipulate that this federal funding is to be used to address the housing needs of low, moderate, and middle income persons. By HUD definition, middle income persons are those earning between 81% to 120% of the area annual median income ($55,851 to $83,760 per year for a family of four). Moderate income persons are those earning between 51% and 80% area median income ($34,901 and $55,850 per year for a family of four). Low income persons are those earning below 50% of area median income (less than $34,900 for a family of four). Moreover, twenty-five (25%) of funding ($1,827,000) will be used to serve the housing needs of low income persons.

Citizen comment period for this change is fifteen (15) days from date of this publication (July 29, 2010). Announcement - July 09, 2010

Collier County's Housing, Human & Veteran Services Department is currently accepting proposals from organizations that would be interested in receiving funding to acquire, rehabilitate and operate affordable rental housing for persone and households earning less than 50% AMI. 

The deadline for submissions is 4:00pm, Friday, July 16, 2010.

Introduction

On March 24, 2009, the Collier County Board of County Commissioners approved a funding agreement with the U.S. Department of Housing and Urban Development. This agreement provided $7,306,755 in Neighborhood Stabilization Program funds for the acquisition, rehabilitation and resale or rent of foreclosed residential structures. Persons interested in applying for assistance, or those interested in reviewing the required quarterly performance reports, may fund such information below.

Quarterly Performance Reports

Collier County is required to submit a Quarterly Performance Report (QPR) to the U.S. Department of Housing and Urban Development not later than 30 days following the end of each quarter after the completion of the first full calendar quarter after the grant award, and continuing until the end of the 15th month after the initial receipt of grant funds.

Program Administration Information

In order to participate in the Neighborhood Stabilization Program, Collier County was required to make a significant amendment to the 2008-2009 One Year Action Plan.  The Plan contains strategies to use Neighborhood Stabilization Program Funds for the acquisition, rehabilitation and resale or rent of foreclosed properties in Collier County.  Additionally, the Plan includes strategies to demolish blighted structures, redevelopment and the opportunity to land bank vacant land for future development.

On April 27, 2010, the Board of County Commissioners approved an amendment to the Neighborhood Stabilization Program.  Specifically, the amendment increases the eligible target areas for assistance.  The document has been forwarded to the U.S. Department of Housing and Urban Development for review and approval.  A copy of the amendment may be downloaded here.
