Community Development & Environmental Services

The Community Development and Environmental Services Division (CDES) is made up of four integrated departments. This Division is responsible for:
  • Planning the County’s development patterns.
  • Ensuring that development meets the established high standards of the community.
  • Ensuring that community zoning standards are maintained.
  • Carrying out programs to enhance environmental protection.
  • Providing regulatory oversight and consumer protection services to regulated businesses and private contractors throughout the County.

Departments in this Division

 Administration (CDES Operations) is responsible for:

  1. Working with private citizens and the professional development community, providing project oversight and answers to questions relating to any and all services provided by the CDES division.
  2. Providing all operational and financial support for the entire CDES division.
  3. Maintaining the County’s zoning atlas and addressing database.
  4. Ensuring the regulations of state laws and local codes are followed of the following businesses
      • Issues licenses to county and state contractors, and investigates unlicensed contractors and complaints of poor workmanship for unincorporated Collier County, City of Naples, and City of Marco Island.
      • Issues licenses to all taxi, limousine, and charter services operating in the County.
    • Privately held or investor owned water and/or wastewater utilities
      • Provides regulatory oversight over all water and/or wastewater utility franchises issued by the BOCC
      • Regulates utility rates and enforces any violations through the BOCC appointed Collier County Water and Wastewater Authority.
  5. Providing all operational and financial support for the entire CDES division.

Building Review and Permitting is responsible for:

  • Providing oversight for all construction plan revues and the issuing of building permits.
    • These reviews cover a variety of state laws and local codes which are designed to ensure life, safety and energy efficiency as well as ensure compliance with structural, electrical, plumbing, mechanical, zoning, handicapped, swimming pool, coastal construction, and flood zone regulations.
  • Performing inspections of issued permits to ensure compliance with required state laws and local codes.

Code Enforcement is responsible for:

  • Ensuring compliance of County Ordinances through community outreach and educational programs that are focused on the life, safety, and welfare of the community, as well as maintaining the established high standards of the community.
  • Protecting the value and way of life of the community by working with financial institutions, lenders, real estate professionals, law enforcement and community members to mitigate blight throughout Collier County.
  • Enforcing violations that have not been corrected in a timely fashion by referral to either the Collier County Code Enforcement Board or a Special Master for review and possible action.

Engineering, Environmental, Comprehensive Planning, and Zoning Services is responsible for:

  • Planning the County’s development patterns.
  • Ensuring that development meets the established high standards of the community.
  • Ensuring that community zoning standards are maintained.
  • Carrying out programs to enhance environmental protection.
  • Providing regulatory oversight and consumer protection services to regulated businesses and private contractors throughout the County.
