About Us
Welcome to the Community & Human Services Division online. Collier County has a long history of providing services to citizens that meet family's basic needs, both health and social, when there is no other resource available to families. The Community & Human Services Division provides comprehensive services such as prescription reimbursement to those in need in addition to its recently added responsibility (as of Feb. 5, 2007) of managing affordable housing opportunities in the community.  We "stretch" the service dollar to provide the most needed services to seniors and indigent including at home care.  

 

ATTENTION:  Non-profit organizations or developers (including faith-based organizations), for-profit developers of affordable housing, and for-profit organizations:

Collier County Community and Human Services is pleased to announce the release of our State Housing Initiative Program application for our new strategies,  Rental Rehabilitation and Acquisition.  These strategies were recently added to address the lack of affordable rental units in our County to serve our low income clientele.  We are looking to work with innovative organizations like yourself to expand the rental housing stock in Collier County.  This will be our first initiative in many years with rental rehabilitation and acquisition in regards to SHIP Program funds.  CHS is dedicated to producing tangible results for the people we serve and we cannot do this without your help.  Please feel free to complete the attached application and return to our Division by March 21, 2016, no later than 3 PM.  Attached is a guide that will assist your organization in completing the application as well as an Excel spreadsheet to populate your organization’s financial review.  Please attach spreadsheet to your application.

PUBLIC NOTICE OF COMMUNITY MEETINGS
FOR THE CONSOLIDATED PLAN, ANNUAL ACTION PLAN AND
ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING

Collier County, along with WFN Consulting, LLC, is beginning development of its HUD-required 2016-2021 Consolidated Plan, 2016-2017 Annual Action Plan, and Analysis of Impediments to Fair Housing. The five-year plan and annual action plan will identify community development and affordable housing needs and sets priorities for investment of federal grant funds to address them. The fair housing analysis will identify barriers to equal access to housing and will propose fair and affordable housing strategies to overcome those impediments. The process is heavily influenced by the opinions and perceptions of local residents, who are invited to attend public meetings and participate in an online survey. The community meetings are open to the general public and provide an opportunity for residents to provide input for the County’s plans. Collier County will hold community meetings on November 3rd, 4th, 5th, & 10th 2015, as follows:

COMMUNITY AND HUMAN SERVICES WINS THE 2015 AUDREY NELSON COMMUNITY DEVELOPMENT ACHIEVEMENT AWARD

On January 23, 2015, the National Community Development Association (NCDA) recognized the winners of the 2015 Audrey Nelson Community Development Achievement Award during an awards luncheon at the NCDA Winter Conference in Washington, DC.  Collier County received an award for the completion of the First Street Plaza Project - Zocalo.  

 This project is in Immokalee, an unincorporated area located in northern Collier County. The median income is $24,315. The Immokalee Community Redevelopment Agency was awarded $979,000 in CDBG funding to acquire two parcels for the development of the First Street Plaza – Zolaco. The Plaza is a gathering area/park that is located in the downtown. The First Street Plaza was created as a comprehensive vision for the future of Immokalee. The Plaza has created a greater livable community that creates a gateway to the downtown business community.

 NEW EMERGENCY SOLUTIONS GRANT RENTAL/UTILITY PROGRAM

COLLIER COUNTY ANNOUNCES HUD GRANT APPLICATION CYCLE FY 2016-2017  

Collier County Community and Human Services Department (CHS) is pleased to announce the release of FY 2016-2017 grant application cycle.   Collier County is scheduled to receive federal funds from the U.S. Department of Housing and Urban Development (HUD) for the following programs:

 Community Development Block Grant (CDBG) in the amount of $2,108,421

 HOME Investment Partnerships Program (HOME) in the amount of $477,136

 Emergency Solutions Grant (ESG) in the amount of $184,402

The application period will begin on Thursday, February 18, 2016 and will continue through 3 p.m. Friday, March 11, 2016. Application for the CDBG and HOME programs is available, electronically, through the following website address:

 The application is also accessible through the CHS website at www.colliergov.net under the CHS Main page link.

 All applications must be consistent with the Collier County’s Preliminary Needs Assessment. More project details are povided in the FY2016-2017 Grant Applicant Guide. 

 

Administered by HUD, this federal program funds projects that meet one or more of three national objectives:

 

  • Benefits low- and moderate-income persons or households who earn at or below 80% of the median income
  • Aids in the prevention or elimination of slums or blight
  • Qualifies as a certified urgent need

Draft Project strategies are identified below from the preliminary needs assessment:

    • Tenant based rental assistance
    • Support for construction of new rental and for-sale affordable housing
    • Supportive housing for persons with developmental disabilities
    • Senior housing
    • Transitional housing with supportive services
    • Homeownership counseling and down payment assistance
    • Transportation assistance
    • Youth programs
    • Fair housing education
    • Improvements to public parks, libraries, and other facilities
    • Support for infrastructure related to affordable housing development
    • Infrastructure improvements in the Immokalee and Bayshore CRAs

 HOME: 

    • New Residential Construction
    • Single family housing unit rehabilitation
    • Multi-family rental units rehabilitation
    • Tenant Based Rental Assistance
    • CHDO Set Aside Activities
    • CHDO Operating Funds
    • Homebuyer Education Community Housing Development Organization (CHDO)
      • Set Aside Activities
      • Operating Funds
    • Homebuyer Education

 

Emergency Solutions Grant (ESG): 

    • Homelessness prevention and rapid re-housing
    • Shelter and transitional housing operational costs
    • Homeless prevention activities
    • Emergency shelter rehabilitation, renovation or conversion 

Please note the final needs assessment will be adopted as part of the Consolidated/Action Plan and may affect types of projects to be funded. 

The CHS Department, consistent with the Collier County’s Citizen Participation Plan, has held one public meeting and has scheduled a second meeting on:

Monday, February 29, 2016 - 3:00pm to 5:00pm - Golden Gate Community Center, Room C, 4701 Golden Gate Parkway, Naples

One-on-one technical assistance meetings are required in order to submit an application. Those interested in submitting an application for FY2016-2017 funding cycle should contact CHS and must schedule a meeting between now and March 1, 2016. No applications will be accepted unless a one-on-one technical assistance meeting has occurred. March 4, 2016 will be the last day of one-on-one technical assistance meetings.

Any questions/comments/changes during the technical assistance period and/or with individuals will be made publicly available after March 7, 2016 on the CHS website and through an email blast.
