The Collier County Office of Business & Economic Development and Board of County Commissioners are committed to creating a business-friendly environment that encourages commercial growth and high value-added employment. An important component of business growth is encouraging and assisting commercial development opportunities that enhance our county's tax base.

The Collier County Fast Track Program is an expedited review program to encourage and support economic development by streamlining the development process, providing process certainty, reducing approval times and providing a central point of contact. Approved fast track projects receive priority review.

 

Eligibility:

Eligible Fast Track projects are those that create new or expand primary employer businesses. Primary employers are businesses that create a product or service that is principally sold outside of a region to generate new money and profits in the region. They include aviation, aerospace, clean technology, defense and Homeland Security, information technology, financial and professional services, IT, life sciences, logistics/distribution, and manufacturing, but are not limited to the industries listed in the box below. The retail, restaurant and hospitality industries are excluded.

 

Qualifying Application Types:

Qualifying applications are development orders or permits, as defined in the Collier County Land Development Code Section 1.08.02, that include but are not limited to: rezone petitions, including those for planned unit developments and amendments thereof; construction plans and final subdivision plats and amendments; site development plans and amendments; and building permits, including corresponding zoning, engineering, environmental, transportation and fire code reviews.

 

Fast Track Program requirements:

To qualify for the Fast Track Program, an applicant must:

  1. Attend a qualification meeting held by the Greater Naples Chamber of Commerce and Office of Business and Economic Development to determine eligibility. Qualification meetings are scheduled before a development order or permit application is submitted to Collier County. Projects that demonstrate eligibility and meet the program requirements receive a Fast-Track Approval Letter.
  2. Provide the Fast Track Approval Letter when requesting a pre-application meeting with the Growth Management Department and submit the approval letter while submitting the development order or permit application.
  3. Be in good standing with the Collier County Tax Collector.
  4. Provide financials including, but not limited to, a profit and loss statement and balance sheet to the Greater Naples Chamber of Commerce and the county Office of Business & Economic Development.
  5. Follow the process and procedures established by the Growth Management Department when submitting a development order or permit application.
