Recycling is Mandatory for Businesses Located in Unincorporated Collier County, the City of Marco Island, the City of Everglades City, and in the City of Naples.

The Collier County Solid & Hazardous Waste Management Department is responsible for recycling and/or diverting 75% of the total amount of waste generated in Collier County.  Proactive steps taken to manage recyclables generated outside the residential curbside collection program include a first-in-the-state mandatory non-residential recycling ordinance (Ordinance No. 2004-50) passed in 2004, to require recycling on non-residential properties and make recycling mandatory for businesses.

In 2006, the Board approved an updated Integrated Solid Waste Management Strategy (ISWMS) that included aspects relating to source reduction, materials reuse, and recycling.  The main components of the ISWMS are to enhance commercial recycling education and enforcement; promote recycling on residential multi-family properties; and implement mandatory recycling at temporary events/venues.  In 2009, the Board adopted the Collier County Recycling Ordinance No 2009-56, mandating a more extensive recycling program requiring multi-family properties to provide collection containers and recycling services to residents; requiring recycling at temporary events and venue facilities; establishing educational programs concerning recycling; providing incentives and award programs making recycling more attractive to businesses, multi-family properties, temporary events, venue facilities, and institutions in Collier County.

City of Marco Island

In 2007, the Chairman of the Board of County Commissioners requested the City of Marco Island adopt the Collier County Recycling Ordinance. For the next three years, Collier County's Waste Reduction and Recycling staff partnered with the City to provide assistance and promote the value and importance of mandatory recycling by businesses. In 2010, the City of Marco Island's Planning Board and its City Council made a recommendation to adopt the county’s recycling ordinance through an interlocal agreement. 

Everglades City

In 2009, Everglades City signed an Interlocal Recycling Agreement with Collier County adopting the Collier County Recycling Ordinance No. 2009-56.

City of Naples

In 2005, the City of Naples adopted a mandatory Non-Residential Recycling Ordinance No. 08-12051 Section 32-40, modeled after the Collier County ordinance. The City of Naples Solid Waste Division is responsible for the collection of commercial waste from 646 commercial customers and 466 condominiums.
